Battling The Document Dilemma: The Unseen Struggles Of Careleavers

Meet Anuj, a young lad with dreams as big as the sky. But his childhood was a little different from most kids. He grew up in a child  care home, where life was about rules and routines. At the age of 10, Anuj received his very first identification document, the Aadhaar card. To him, it was nothing more than a piece of paper with an address and contact number – that of the home’s founders. Little did he know that this single piece of paper would hold the key to unlocking a world of opportunities and challenges.

After moving out at 18, he decided to leave his past behind and moved to the bustling city of Hyderabad. He secured a job at a C. A firm and life seemed to be on an upswing.

However, there was a significant hitch in his plans. The only document he possessed was his Aadhaar card, and this soon proved to be insufficient for the adult world he was entering. Anuj’s monthly earnings came to him as a cheque, but he had no bank account to deposit it. Two months passed, and those hard-earned cheques remained tucked away in a drawer, as he had no means to cash them.

Anuj’s ordeal with opening a bank account was rooted in the fact that his Aadhaar card bore the number of the care home’s founders. The founders’ negligence further exacerbated his problems, as they were reluctant to provide their documents or simply impossible to reach after he left the home. His struggle was not unique; it echoed the challenges faced by countless care leavers across India.

When these young souls venture out into the world, they often find themselves trapped in a web of incomplete or non-existent documentation. The very documents that serve as tickets to a plethora of rights and services become elusive for care leavers. And the consequences of this oversight can be dire.

For many, this isn’t just about opening a bank account or cashing a cheque. It’s about proving their identity, securing a place to live, accessing education, and obtaining employment. Basic documentation is the passport to a better future. Yet, care leavers find themselves on the fringes of society, battling bureaucracy, and navigating an arduous path just to access their rights.

The government, on one hand, talks about the importance of documentation for citizenship, but on the other, neglects the very individuals who face the most significant hurdles in obtaining these crucial documents. Care leavers, who have already faced adversity and are trying to carve out a path towards independence, should not be burdened with the weight of incomplete or non-existent documentation.

Anuj’s story is a stark reminder of the hurdles that care leavers face when they embark on their journey to adulthood. It’s a plea for change, a call to address the systemic issues that leave these young souls vulnerable. As a society, we must recognize the importance of enabling their transition into independent, empowered citizens. Basic documents should not be a luxury but a right, and it’s high time we bridge the gap that leaves care leavers struggling in the shadows of society.
